Taha Darbal: The dams’ fullness rate is estimated at 29 percent

Today, Saturday, Minister of Irrigation, Taha Darbal, revealed that the percentage of dams filled across the states amounted to 29 percent, confirming its decline compared to last year, which was around 32 percent during December 2022.

The minister stressed that the stock of dams decreased years ago and not from the beginning of the year, explaining that work is underway to renew the networks to avoid the loss of water, which has reached 30 percent, adding that the decline in the percentage of dams is due to the exceptional weather situation that prevails in the country since the past years, and the continued scarcity of rainfall until now.

Derbal indicated that once the five desalination plants are completed, the water from the dams will be diverted to the agricultural sector as part of a careful and studied agricultural approach, adding that 40 percent will be exceeded through desalination plants.

The minister also confirmed that the groundwater level has declined due to the lack of rainfall, reassuring the citizens that the situation is not worrisome in the summer. We have a good work plan and it will be comfortable and we will be in control of it.

As for Wadi Al-Harsh, the minister explained that large sums of money have been pumped into it, and in September 2023 it will be completed, noting that the law will be applied with the Ministry of Environment strictly to avoid re-pollution, in order to prepare it within the correct and inevitably feasible environmental frameworks.

In the same context, Darbal considered that the digitization of the irrigation sector has become an urgent necessity rather than an option, given that this will provide a database that can be adopted as a reference to identify all mechanisms and plans through which all the goals ruled within this vital sector can be achieved in accordance with the public interest specifically.

The minister noted, however, that despite the decline in the water level at the level of the dams, the water situation of the country is not a cause for concern, given that all proactive plans that allow for the regular and accurate management of available water resources throughout the summer season have been rehabilitated within a comprehensive program that takes into account all scenarios. potential.

At the end of his speech, the minister urged the need to have a rational consumer culture that values ​​these resources away from all forms of excessive rational exploitation, so that dropping this approach and establishing it as a civilized citizenship behavior is sufficient to overcome all problems, given that a large part of these resources is wasted, which constitutes financial losses that have always exhausted the treasury. state without limiting it to its material form only.

Derbal urged the need to develop a comprehensive vision for a new strategy that guarantees the restructuring and rehabilitation of the Algerian water system, which has an annual general capacity of 1.7 billion cubic meters, including 450 million cubic meters coming from the dams’ stocks, in parallel with the need to rationalize water consumption, of which 70 percent has always gone to the agricultural sector. While the level of deficit in the production of drinking water is about 400 million cubic meters per year; This is equivalent to 29 percent of the capacities actually available in Algeria.

The same speaker considered that the meeting, which brings together all the frameworks of his ministerial interests, is capable of drawing up a clear plan of action from which it can start as a real working ground in order to reproduce modern ways of proceeding that are compatible with the size of the challenges, rather than being content with a classic management pattern that cannot fulfill the legitimate rights of citizens.

Darbal noted that the phenomenon of the decline in the level of dams is not born of the year, the decline in the percentage of dams filling due to the exceptional weather situation that has prevailed in the country since the past years, and the scarcity of rain continues until now, noting in the same context that work is underway to renew the networks to avoid water loss, stressing that all These problems will not discourage the state or the guardian ministry from assuming its responsibility to provide a public service that lives up to the level of aspirations, away from any imbalance, fluctuation, or failure to meet the specified dates that could arouse the discontent of the citizen, whose service remains one of the first priorities within this vital sector in particular.
