The Minister of the Interior, Local Communities and Urban Development, Ibrahim Mourad, described the reality of urbanization in Algeria as unacceptable, distorting the external image of Algeria’s cities in 58 states.
In the same context, the minister revealed that the interests of local groups had received a large number of files related to the settlement of buildings, as one million and 8,564 files were deposited in the municipalities of the Republic on August 3, 2022.
The speaker spoke about “the study of 737 thousand and 444 files, which is 75 percent of the total files deposited, and the acceptance of 338 thousand and 352, in addition to 120 and 451 files that were accepted with reservations. On the other hand, 171 thousand and 286 files were rejected, with 129 thousand and 355 files postponed, and 249 thousand and 120 files under study were counted.
The minister enumerated, in an answer read out in the presence of the Speaker of the National Assembly, Saleh Goujil, the measures taken by his interests to address this phenomenon of unregulated construction that distorts the urban and aesthetic character of Algeria’s cities.
On the legal side, the minister indicated that the Ministry of Interior worked, in coordination with the relevant ministries, to update and review the various legal texts regulating the rules related to urbanization and reconstruction, as required by the requirements of reality and controlling the expansion of the urban fabric, including Law 29/90 related to reconstruction and its regulatory texts.
In addition, the Ministry of the Interior is making considerable efforts, in coordination with local groups, to implement and respect the planning and construction rules, by harnessing the available material and human capabilities in order to facilitate and ease the procedures for issuing licenses and certificates. In order to remedy the chaos of urbanization in the country, resulting from construction operations without a permit, non-compliance with buildings and the completion of their completion, and in order to put an end to their spread, the same official pointed to the issuance of Law 8/15, which specifies the rules for matching buildings, completing their completion and the mechanism for their implementation, which has been extended for several times, the latest of which came In the 2023 law, which extends this procedure until the end of the year, to allow citizens the opportunity to settle their files.
On the other hand, the Minister of the Interior affirmed the authorities’ keenness to simplify the administrative procedures related to processing settlement requests, reduce the procedural deadlines, study the filed requests and respond to them, which are included in Executive Decree No. 22/55 related to the conditions for settling buildings that conform to building permits, in addition to the new provisions that it came to take care of the violating buildings. For building permits to expand the framework for applying the rules of conformity of buildings to include completed buildings, which are in the process of completion and have non-conforming building permits completed before the date of February 3, 2022, which is evidence of the volume of efforts devoted to taking care of this phenomenon and limiting it to preserve the aesthetics of cities.
On the institutional issue, the spokesman highlighted that coordination is taking place with the Ministry of Housing, by establishing a joint ministerial committee, in order to come up with a final version of a law regulating the work of the urban police, in implementation of the directives of President Tebboune issued during the Council of Ministers convened on April 20.
