Today, Wednesday, the Prime Minister, Ayman bin Abdelrahman, chaired a government meeting devoted to studying two preliminary draft laws related to the transport and sports sectors, and a draft executive decree related to the irrigation sector, as well as presenting presentations related to the trade, mines, culture and arts sectors.
At the outset of the meeting, which was held at the Government Palace, the government considered a draft law supplementing Law No. 98-06 of June 27, 1998, which defines the general rules related to civil aviation. With the recommendations of the International Civil Aviation Organization in this field.
In the field of youth and sports, the government examined a draft law amending and supplementing Law No. 13-05 of July 23, 2013 related to the organization and development of physical and sports activities, submitted by the Minister of Youth and Sports.
This draft legislative text falls within the framework of generalizing the practice of sports in the educational and teaching milieu, as well as adapting the applicable legislation to international rules in the field of combating doping.
In this regard, it is decided to introduce the practice of sports in vocational training and education circles, similar to school sports and university sports. As for strengthening the fight against doping, this draft text provides for the adaptation of some provisions to the rules approved by the World Anti-Doping Agency, in accordance with the International Convention on Anti-Doping in the Field of Sport, concluded in Paris on November 18, 2005 and ratified by our country.
Towards enhancing the capabilities of supplying the states of Milia and Jijel with drinking water.
The Minister of Irrigation presented a draft executive decree that includes authorizing the public benefit of the process related to strengthening the supply of potable water to the municipalities of Mila and Jijel from the Tapout Dam.
This project falls within the framework of enhancing the capabilities of providing the residents of nine (9) municipalities with drinking water, including seven (7) municipalities in the Wilayat of Mila and two municipalities (2) in the Wilayat of Jijel.
Rehabilitation and ensuring optimum utilization of wholesale markets.
In this regard, the ministers in charge of each of the Interior, Commerce and Agriculture made a joint presentation on the reorganization of wholesale markets and the integration of parallel markets into the formal sector.
The offer allowed to provide accurate information about the important network of wholesale markets that Algeria has, which numbered 64 markets, to which 6 new markets will soon be added under completion.
The offer also made it possible to identify deficiencies and draw up a road map aimed at redressing them, rehabilitating these commercial spaces and ensuring their optimal utilization, as they are considered a key factor in controlling the market.
Presentation of the works carried out by the “Fral” company within the framework of the project to develop the Ghar Jbeilat mine.
The government listened to a presentation by the Minister of Energy and Mines on the works carried out by the National Iron and Steel Company “Fral” within the framework of the Ghar Jbeilat mine development project.
In this regard, it was recalled that our country aspires, through this project, to develop its national mining sector with the aim of accelerating the course of meeting its needs in terms of raw materials necessary for the national production of iron and steel, improving hard currency revenues thanks to the export of semi-finished materials and surplus production, as well as promoting the development of the region. This presentation also highlighted the efforts exerted by the national company “Fral” in identifying the commercial mining materials extracted from the Ghar Jbeilat mine and identifying the project’s needs in terms of necessary utilities, such as electricity, water and gas. In a first reading, the government listened to a presentation on the most important axes included in the artist’s basic law and a proposal for a regulatory framework related to the system of social protection for artists, presented by the Minister of Culture and Arts.
This presentation highlighted the importance of establishing a legal system to control the professional status of the artist, which falls within the framework of embodying the commitments of the President of the Republic, especially valuing the profession of the artist and all actors in the field of culture and promoting their social role and legal status.
