Representatives of the National People’s Assembly approved, today, Tuesday, the draft law that includes the budget settlement for the year 2020, during a public session chaired by Ibrahim Boghali, Speaker of the Assembly, in the presence of the Minister of Relations with Parliament, Basma Azwar.
In a speech after the vote on the project, the Minister of Finance, Ibrahim Djamel Kassali, confirmed that the implementation of the 2020 budget highlighted the “resilience” of the national economy in the face of the repercussions of the Covid-19 pandemic, despite the increase in public expenditures and taking care of the effects resulting from this health crisis and the measures taken by the government. The state to support institutions and groups in need.
In a related context, the minister mentioned the broad lines of the sector’s strategy in the field of managing public finances, especially with regard to controlling budget estimates and the efficiency of their implementation.
In this regard, he added that the quality of estimates and implementation of expenditures has known “better control” and “significant improvement” during the years 2021 and 2022, which will be shown by the upcoming budget settlement bills for these years.
It is noteworthy that the implementation of the 2020 budget showed, according to the bill, a negative balance of 1739 billion DZD, compared to 1952 billion DZD in 2019, an increase of -213 billion DZD.
This is due to the decline in revenues for this year, which amounted to 5183 billion DZD by the end of 2020, which represents an implementation rate estimated at 96 percent compared to the expectations of the Supplementary Finance Law for the year 2020 (5395 billion DZD).
The revenues actually recorded at the end of the year are distributed among ordinary resources amounting to 3788 billion DZD and petroleum collection resources amounting to 1394 billion DZD.
In parallel, budgetary expenditures amounted to 7340.15 billion DZD for the fiscal year 2020, which represents an implementation rate estimated at 99.56 percent compared to the amount expected in the supplementary finance law for the year 2020 (7372.71 billion DZD).
These expenditures are divided into 4727.4 billion DZD for management expenses and 2612.7 billion DZD for equipment expenses.
