In the latest issue of the Official Gazette, a presidential decree was issued ratifying the executive protocol signed between Algeria and Mauritania, which includes the implementation of the provisions of the Memorandum of Understanding between the two countries regarding the completion of the land road linking the cities of Tindouf (Algeria) and Zouerate (Mauritania).
The eighth issue of the Official Gazette included Presidential Decree No. 23-68 of February 7, 2023, “Ratification of the executive protocol between the government of the People’s Democratic Republic of Algeria and the government of the Islamic Republic of Mauritania on facilities and exemptions for the realization of the land road project linking the Algerian cities of Tindouf and Mauritanian Zuerate. Nouakchott on September 14, 2022.”
The executive protocol aims to implement the provisions of the Memorandum of Understanding between Algeria and Mauritania on the completion of the land road between Tindouf and Zouerate, signed in Algeria on December 28, 2021, during the visit of the Mauritanian President, Mohamed Ould Cheikh El Ghazouani, at the invitation of the President of the Republic, Abdelmadjid Tebboune.
Under this protocol, the two parties are obligated to grant all the regulatory, administrative, fiscal and banking facilities necessary for the transportation, customs and transit of building materials, including geo-technical samples, equipment, equipment and consumables that will be used in the implementation of this strategic project.
Based on what was stated in this document, the two parties undertake to create the appropriate regulatory, fiscal, administrative and security conditions for the completion of this road.
The Algerian side determines, according to the protocol, the list of requirements necessary to complete the road, as well as the executive studies of the road, in order to be approved by the joint committee.
For its part, Mauritania is committed to ensuring security for the workshops, people and properties dedicated to the completion, according to what was stated in the executive protocol, which indicated that Mauritania is also contributing to the completion of the project, especially by taking care of the necessary procedures to determine the route of the road, granting permits, providing building materials as well as providing technical and geological data. The trustee sectors in the two countries on the road are entrusted with the task of ensuring coordination and the proper implementation of the obligations established within the framework of this protocol, and the two parties are also committed to coordinating in the field of training and employment in the completion workshops.
