Today, Wednesday, the Prime Minister, Ayman bin Abdel Rahman, chaired a government meeting during which draft executive decrees were studied and presentations related to several sectors were listened to, according to a statement of the prime minister’s interests, which is in full:

In the field of knowledge economy, start-ups and micro-enterprises:
The government has studied three (3) draft executive decrees submitted by the Minister of Knowledge Economy, Emerging Enterprises and Small Enterprises, specifying: (1) the organization and functioning of the National Agency for the Self-Entrepreneur, (2) the list of activities eligible to benefit from the Basic Law of the Self-Entrepreneur and the modalities of registration in the National Registry of the Self-Entrepreneur, (3) Self Contractor Card Form.
The projects of these executive decrees fall within the framework of implementing the provisions of Law No. 22-23 of December 18, 2022, which includes the basic law of the self-contractor.
Thus, the first draft executive decree, defining the organization and functioning of the National Agency for Self-Employment, aims to establish a public institution of an administrative nature, called the “National Agency for Self-Employment” and to be placed under the tutelage of the Minister in charge of Start-up Enterprises.
It should be noted that the establishment of this agency aims to contribute to the control of new economic activities, especially in the field of digitization and the development of the spirit of entrepreneurship by facilitating the access of young people to self-employment and encouraging their integration into the formal economy. In particular, it is responsible for setting up the national register of the self-contractor and managing it through the electronic registration platform established for this purpose.
As for the second draft executive decree specifying the list of activities eligible to benefit from the basic law of the self-contractor and the methods of registration in the national register of the self-contractor, it aims to establish a committee for the activities of the self-contractor at the National Agency for the self-contractor, tasked with managing the list of activities in order to express an opinion and submit proposals and recommendations regarding individual activities. beneficiary of this Basic Law.
It is worth mentioning that the registration in the national register of the self-contractor is done through a digital interconnection platform that allows the issuance of the self-contractor card and bears a unique national registration number.
Finally, the third draft executive decree aims to specify the template for the self-contractor card that is completed electronically in accordance with the applicable technical standards.
In the field of trade and export promotion:
The government listened to a presentation by the Minister of Foreign Affairs and the National Community Abroad and the Minister of Trade and Export Promotion on the spread of the Algerian Company for Exhibitions and Exports abroad.
In this regard, the representations of the Algerian Company for Exhibitions and Export will be assigned, essentially, as a first stage, to promote the national product and non-hydrocarbon exports in some African countries.
In the field of energy:
The government listened to a presentation by the Minister of Energy and Mines on prospects for developing the national production of natural gas.
In this regard, an evaluation presentation was presented on the exploitation of natural gas in Algeria, highlighting the efforts exerted by the state to ensure a pace of production that would secure the supply of the national market with natural gas and maintain an export level that allows it to meet external demands.
Finally, in the field of higher education:
The government listened to a presentation by the Minister of Higher Education and Scientific Research on two (2) national high school projects.
The two projects are to establish the National Higher School of Nanoscience and Nanotechnology and the Higher National School of Autonomous Systems Technology.
The main objective of establishing these two schools is to develop and modernize the technological pole of Sidi Abdallah and to elevate it to the rank of a pole of excellence in the field of higher education, through the establishment of these two schools that offer high training of a multi-sector nature.
