Within the framework of the activities of the Cultural Heritage Month, the Minister of Culture and Arts, Suriya Moulouji, supervised today, Tuesday, at the Palace of Culture, Moufdi Zakaria, the conclusion of the work of the fifth training course for the benefit of the various security forces in the field of heritage protection, under the slogan “Protecting cultural heritage and combating illegal trafficking in cultural property.”
The closing activities of the training course took place in the presence of the President’s advisor in charge of culture and audiovisual Ahmed Rashidi, as well as representatives of the Ministry of National Defense and the Ministry of Justice, as well as representatives of the various security forces participating in the session, who in turn appreciated the initiative of the Ministry of Culture and Arts in the field of protecting the national heritage. They also raised their highest thanks and appreciation to the Minister of Culture, who gave this session great care through direct supervision of its course and work.
By the way, the National Committee in charge of following up the implementation of the 1970 UNESCO Convention related to the measures to be taken to ban and prevent the illegal import, export and transfer of ownership of cultural property was established. Certificates were also distributed to the participating officers from the various security forces in the training course.
The Minister of Culture and Arts, Mrs. Soria Moulouji, considered in her speech that the cultural heritage “constitutes one of the most important signs of civilization for our country first, and because it is the greatest title of the identity and authenticity of the Algerian people over the past centuries,” stressing “this great national responsibility is not assigned to one sector over another, but rather sectors meet for it There are many, and all the efforts and wills that play this cultural, civilizational and security role alike are combined in their cause.”
The Minister of Culture and Arts considered organizing the course and intensifying pedagogical supervision as one of the priorities of the sector in accordance with the strategy aimed at strengthening the knowledge and expertise of the security partners in the field of protecting cultural heritage. Therefore, work was done to enrich the training program by presenting the experiences of museum institutions such as the National Museum of Setif and the National Public Maritime Museum to The field experiments of the two institutions of the National Office for the Management and Exploitation of Protected Cultural Properties and the Office of the Saharan Atlas Park as two institutions working in the field of protecting cultural heritage and archaeological sites with the presence of the National Center for Research in Archeology, as well as the Institute of Archeology at the University of Algiers 2, which presented identification techniques and detection of imitation in archaeological cash collections Not to mention field visits to archaeological sites with adequate explanations by specialists and experts.
On the other hand, the Minister of Culture and Arts stated, “The tireless and joint effort of all these sectors and bodies aspires for the great goal that we gather to achieve, which is the preservation of our national heritage from all forms of aggression or prejudice to it, its valorization, and the sensitization of civil society and the Algerian citizen, in particular, of its importance and the need for care.” To the fullest extent, and to affirm that it is one of the symbols of national identity and sovereignty, which translates the Algerian state’s keenness to protect cultural heritage, in light of the directives of the President of the Republic, Abdelmadjid Tebboune.
The Minister of Culture and Arts indicated that the phenomenon of trafficking in cultural property is the third criminal activity after the trade in weapons and drugs, which prompts, in the face of the seriousness of these abuses and crimes, to redouble efforts to implement joint agreements and establish national and regional committees that work as one group to defend the nation’s heritage. Algeria, and moving forward in addressing all problematic issues related to our extended heritage in history and geography, stressing that one of the tasks of the National Committee in charge of following up the implementation of the UNESCO Convention of 1970 is to monitor the implementation of the UNESCO Convention of 1970 and to guide national and regional authorities in the field of illegal transfer and export of ownership of cultural property; As well as placing international partners within a coordination network for better consultation in order to find ways for our legitimate aspirations in the field of cultural heritage protection.
It is worth noting that this training course for the benefit of the various security forces was organized under the slogan “Protecting Cultural Heritage and Combating Illicit Trafficking in Cultural Property”, from May 7 to May 16, 2023, with the participation of eighty security frameworks from various security forces active in the field of heritage protection. At a rate of 20 personnel for each security force, such as the Coast Guard of the Algerian Navy, National Gendarmerie personnel, National Security officers, as well as Algerian customs officers.
