Kasali presents the draft public accounting rules law before the Algerian Finance Committee – Al-Hiwar

Finance Minister Brahim Djamel Kasali presented today, Thursday, the draft law related to the rules of public accounting and financial management before the Finance and Budget Committee of the National People’s Assembly, during a session attended by the President of the Assembly, Brahim Bougali.

During the session chaired by Committee Chairman Lakhdar Salmi and attended by Minister of Relations with Parliament Bassma Azwar, Kasali explained that the draft law falls within the framework of implementing the second phase of public finance reform, which is related to reforming the public spending department on the basis of a logic based on results and performance.

The Minister of Finance pointed out that the goal is to gradually shift from accounting for revenues and expenditures to accounting for property, which constitutes a transition towards a management logic based on objectives and based on performance and efficiency.

Kasali highlighted that the modernization of public accounting also comes within the framework of the Ministry of Finance’s action plan aimed mainly at the gradual transition from the accounting of revenues and expenditures stipulated by Law No. On September 2, 2018 related to financial laws.

In this regard, the minister considered that these reforms constitute the main pillar for unifying the process of managing public finances according to international standards, which require comprehensive and honest budgetary, accounting and financial information.

Kasali, when referring to the new accounting structure enshrined in Law 15-18 (divided into general accounting, budgetary accounting, and cost analysis accounting), pointed out that the actual application of these types of accounting requires the adoption of an accounting reference inspired by the international accounting standards for the public sector and appropriate to the Algerian context.

President of the National People’s Assembly, Ibrahim Bogali, and during his intervention during the session, highlighted the new approach that was enshrined in the framework of the Finance Law for the current year and is based on the goals and programs budget, stressing that it represents the best means of budgetary evaluation in that it allows standing on strengths and weaknesses in order to correct the latter. .

Boghali also stressed the importance of concerted efforts for Algeria to return to its natural position, pointing out that our goal is the same, which is to support the project of President Abdelmadjid Tebboune, which we believe in as a realistic program that will give Algeria its position at all levels.
