The Committee on Health, Social Affairs, Labor and Vocational Training of the People’s National Assembly, chaired by Riad Khallaf, Chairman of the Committee, met today, Tuesday, and listened to a presentation by Faisal bin Taleb, Minister of Labour, Employment and Social Security, on a draft law amending and supplementing Law No. 12-83 of July 2, 1983. Regarding retirement, the meeting was attended by Basma Azwar, Minister of Relations with Parliament.
Riad Khallaf, head of the committee, confirmed in a welcoming speech that the draft law falls within the framework of implementing President Abdelmadjid Tebboune’s strategy aimed at improving the standard of living of society groups, especially retirees.
For his part, the government representative confirmed that the draft law comes in implementation of the instructions of the President of the Republic given during the Council of Ministers convened on December 25, 2022, which stipulate improving the purchasing power of citizens in order to preserve their dignity by ensuring a decent income, especially for retirees, by reviewing the amount of pensions and retirement grants in order to achieve social justice.
In the same context, he explained that the draft law aims to revise the minimum retirement pension, which will be set at 100% of the minimum guaranteed national wage instead of 75% of it by amending Article 16 of the law, and a retirement grant will also be established for workers who have reached the age of sixty (60). at least and those who do not fulfill the condition of working duration at this age, and who can prove five (5) years or twenty (20) three years, including the approved years within the framework of the provisions of Article 10, so that the annual amount of the retirement grant cannot be less than 75% of the annual amount to the guaranteed national minimum wage.
After the minister’s presentation, the members of the committee appreciated the most important decisions taken by the President of the Republic, especially those related to improving the living conditions of citizens, as they will allow the removal of injustice against vulnerable groups in society, wondering if the draft law under study includes all employees, regardless of the different wires to which they belong.
They also demanded the possibility of returning to the relative retirement system in the Public Service Law, as well as the release of the list of hard professions, the fate of certificate holders benefiting from pre-employment contracts, in addition to related local concerns.
It is worth noting that after the discussion, the committee set about studying the provisions of the draft law under study.
