Mourad: Counting 28,686 proposed projects worth 1387 billion DZD within the framework of the Solidarity and Guarantee Fund for Local Communities – Al-Hiwar Al-Jazaeryia

Today, Monday, the Committee for Economic Affairs, Development, Industry, Trade and Planning, chaired by Belkheder Kamal, held a meeting in which it listened to a presentation by Ibrahim Murad, Minister of Interior, Local Communities and Urban Planning, in which he dealt with the sector’s strategy for the year 2023 in relation to the development programs of the Solidarity and Guarantee Fund for local communities and areas of activity at the national level. The meeting was attended by Basma Azwar, Minister of Relations with Parliament.

Hand Belkhader, Chairman of the Committee, gave a brief speech on the occasion, a presentation on the development efforts made by Algeria after independence in order to advance the national economy, by addressing the most important programs and charters that drew the broad lines of development by applying different strategies based on development plans, and also highlighted the problem Oil price fluctuations and their direct impact on the financial and economic situation in Algeria.

For his part, the representative of the government gave a comprehensive presentation on the role of the Solidarity and Guarantee Fund for Local Communities, which aims to establish solidarity among local communities, by providing subsidies and financial contributions to ensure the good functioning of various public facilities and reviving local development by financing development projects of a neighborhood nature.

The minister indicated that 28,686 proposed projects amounting to 1387 billion DZD were counted, of which 25,812 projects were proposed for registration in the municipal budget at an amount of 787 billion DZD, compared to 2874 projects amounting to 600 billion DZD proposed for registration in the state budget.

On the other hand, the Minister explained that during the current fiscal year, an amount of 537 billion DZD has been allocated, of which 392 billion DZD represent state allocations granted to local authorities through the Fund, and an amount of 145 billion DZD from the Fund’s own resources that were directed to take care of various compulsory expenses and those related to ensuring the running of the facility. Public.

The government representative added, explaining that a total financial envelope estimated at 100 billion DZD has been allocated to local communities in order to register development programs entitled a total allocation for equipment for the year 2023, and the sponsorship of the program for preparing small areas for activity has also been continued, as 3.69 billion DZD has been allocated for the benefit of 17 wilayas to establish 41 mini activity areas.

With regard to activity zones at the national level, the government representative explained that a pilot program has been launched to create mini-activity zones that include all wilayas and is directed to holders of mini-projects. 142 zones have been identified at an initial financial cost of about 15 billion DZD.

The members of the Committee appreciated, in their interventions, all the efforts made by Algeria to activate local development programs and projects in light of the reforms that the state has established at various levels in order to achieve comprehensive and sustainable development. states in order to embody the development programs, as well as review the real estate classification of the real estate containers, in addition to underlining complementary programs for some states, and finding effective solutions to the blockage known to some elected councils through the release of the municipal and state bills.

Members demanded the need to provide electricity, water, gas, paving roads and all public utilities needed by the municipalities in order to provide decent livelihoods for the citizen. They also raised a number of concerns related to administrative division, functional housing, the file of compact tires in addition to related local concerns.
