New directives from President Tebboune to the government – the Algerian dialogue

The President of the Republic gave a number of directives to the members of the government during the first meeting of the Council of Ministers in 2023, which centered on measures to ensure water security and prepare for the blessed month of Ramadan by fighting speculation and deterring speculators.

Measures to ensure water security

The President of the Republic, Abdelmadjid Tebboune, ordered the mobilization of the interests of the interior, water resources, agriculture, industry and the environment on a large scale to create an emergency plan aimed at enacting a new policy for the national water economy and the preservation of groundwater wealth.

He also ordered the relocation and resurrection of all suspended projects for wastewater filtration plants across the states and bringing them under exploitation to be used in agricultural irrigation instead of groundwater, in addition to establishing a scheme to circulate seawater desalination plants across the entire coastal strip in order to avoid the repercussions of the difficult climatic conditions the world is going through.

And the President gave directives to strictly monitor licenses for the exploitation of groundwater to irrigate cultivated areas, while imposing maximum penalties against unlicensed well drilling, and activating the role of the water police, which specializes in monitoring areas of water use in all fields and combating waste to monitor the exploitation of water across the country. As well as creating emerging institutions within the framework of the perspective of water economy and water security specialized in wastewater exploitation techniques and carrying out scientific studies, urgently, to accurately determine the status of our groundwater rate.

Fighting speculation and deterring speculators

Regarding preparations for the holy month of Ramadan for the year 2023, the President directed the government to provide all appropriate conditions during this holy month, to continue to fight speculation and to continue in this pattern throughout the year, and to expose speculators and their plans to public opinion. In exchange for encouraging farmers to sell directly to citizens and allocating circumstantial sites and places for their activity during the holy month.

Cinema is not just for entertainment

The President emphasized that the goal of establishing the Model High School for Arts is to fill the cultural and artistic void of the younger generation to strengthen our cultural and artistic foundations in order to face the challenges that stem from our cultural references, similar to cinematic, theatrical and musical art, and ordered the recruitment of specialized professors and experts who undertake training in various arts until Obtaining the technical baccalaureate, in order to establish a culture of training in the artistic field as a social status. The president stressed that the role of cinema is important and specific in shaping the thought of the Algerian individual and society as a whole, and not just for entertainment.

On the other hand, the President stressed that the efforts made in the paths of higher education and vocational training are optimistic, which restores balance to the natural dynamism and speed of development in our country, and directed the continuation of training and the development of its quality through partnerships with institutes and universities of international reputation to exchange experiences in this field and The need for the industrial sector to keep pace with the progress made in this field by creating a specialized industrial environment that works to develop this specialization and exploit it to be an additional component in the wheel of the national economy.

The President appreciated the content of the law related to the prevention and combating of human trafficking after its approval by the Council of Ministers, considering it an added value and a strengthening of legal texts in the field of human rights protection. The President also stressed the importance of developing the local production of urea – a raw material for the chemical industries – due to its positive impact on improving the yield of agricultural production and also due to its high price in the international market.
