Today, Abdelmadjid Tebboune, President of the Republic, Supreme Commander of the Armed Forces, Minister of National Defense, chaired a meeting of the Council of Ministers, which dealt with presentations, including follow-up to the remnants of recent weather fluctuations and the measures taken in their regard, and draft laws related to the justice and financial sectors.
After the President opened the meeting and presented the agenda, the Prime Minister presented the government’s results for the past two weeks, so that the President gave the following instructions, orders, and directives:
1- Regarding the Minister of Interior’s presentation on the remnants of the recent weather fluctuations:
The President of the Republic ordered the government to immediately allocate ten billion dinars, equivalent to one thousand billion centimeters, from the Disaster Fund, to compensate the victims of the remnants of the recent weather fluctuations, provided that the compensation ends at the end of this week.
Housing everyone who lost his entire home, within a period not exceeding 48 hours, with the restoration of partially damaged dwellings.
Compensation for the affected families, as a result of the loss of equipment and furniture necessary for the house.
Immediately restore roads and facilities, and allocate transport buses for teachers, in areas where it is currently impossible to disembark to schools, provided that life returns to its normal course, in all affected areas within a week, at the latest.
The President of the Republic ordered immediate compensation for fishermen who lost fishing boats and vessels, which are their only daily source of livelihood, and that is the responsibility of the state.
The President approved the allocation of a grant, immediately, to the affected fishermen, between 20 and 30 thousand dinars, until the rehabilitation of the affected fishing ports, as these measures are part of the traditions of the Algerian state towards its children.
Assigning the Minister of Interior and Local Communities and the Minister of Solidarity to convey the condolences of the President of the Republic to the families of the deceased victims.
2- Regarding the Criminal Procedure Code:
After listening to the presentation of the draft law, the President considered that the system of national poles specialized in justice is an effective system that has added value to the manner in which various cases are handled.
The President ordered the implementation of the national judicial pole system, in Oran, Constantine, and Annaba, each in his jurisdiction.
The President has ordered that this law include an audit of the protection of honest local officials.
To clarify, within the articles of the law, to define the categories of local officials and managers of institutions.
3- Regarding the Penal Code:
The President of the Republic has ordered the preparation, within a month at the latest, of a draft law on forgery and the use of counterfeiters, to address this phenomenon, which has turned into dangerous societal behavior, at the expense of the majority of honest Algerians.
That one of the lofty goals of this draft law be the deep and deterrent treatment in the fullest sense of the word for all societal imbalances with the aim of embodying transparency and approving true and fair competition in all fields.
That the forgery draft law include the maximum penalties against every forger, whoever he is, whether he is involved in major or minor cases related to the simplest aspects of life.
The President also stressed the need to impose the maximum penalties on the aggressors of the men of all security wires.
In addition to protecting doctors and medical personnel, he ordered tougher penalties for those who attack professors and teachers.
Tightening penalties against any person or organized group that targets base facilities, especially networks of looting, stealing and sabotaging copper cables, as a phenomenon that is widespread and calls for confrontation.
4- Regarding a draft law defining the general rules for public procurement:
The President emphasized the importance of training in this field, highlighting the need to prepare accurate studies for various projects, according to scientific standards.
The inclusion of the approved electronic press as a new mechanism for publicizing public deals, and not being limited to the written press as was the case.
General directions:
With the aim of stabilizing English language teaching, starting from the third year, the President ordered the opening of the specialization of teacher of primary education in the English language, immediately, for the academic season 2023-2024.
Mr. President ordered immediate employment for holders of master’s and doctoral degrees, according to the proposal of the Minister of Higher Education and Scientific Research, approved by the previous cabinet.
– The Council of Ministers also approved the proposal of the Minister of Public Works and Infrastructure for the realization of the mining railway line Annaba-Bouchgouf-Guelma-Tbessa-Jebel El Ank-Bilad El Hedba.
