At the outset, I would like to extend my sincere thanks and great gratitude to His Majesty, the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, and to His Royal Highness the Crown Prince, Prince Muhammad bin Salman bin Abdulaziz, Prime Minister, for their generous hospitality and warm welcome.
Algeria was honored to host the 31st session of the Arab Summit, in extremely complex regional and international circumstances, in addition to the outbreak of the Ukrainian crisis, which placed the world in a state of increasing polarization and facing new challenges, especially in food and energy security. In this regard, I renew the call for the mobilization of Arab financing capacities, especially the Arab Monetary Fund and the existing Arab funds, to assist Member States that are in dire need of this assistance to enable them to overcome these difficult international circumstances.
On the Arab level, Algeria will organize this month the first scientific symposium on “Food Security in the Arab World” in the presence of senior Arab experts and specialists to come up with scientific proposals and concrete projects in preparation for their adoption and embodiment in a way that supports food security for our peoples.
Your Majesties, Excellencies and Highnesses,
Algeria has placed its presidency of the Arab summit under the slogan of reunification, where after the reunification of the Palestinian ranks in Algeria, which was culminated in the signing of the Palestinian brothers on the “Algeria Declaration” and their commitment to work to embody the entitlements contained in it, we continue, in coordination with my brother, His Excellency President Mahmoud Abbas, our efforts to complete the path of reconciliation national.
The slogan of reunion was also embodied in sisterly Syria’s restoration of its natural seat in the League of Arab States, thanks to the tireless efforts that have been made. What gives this return a special character for the Algerian people is that it coincides with Algeria’s commemoration of the massacres of May 8, 1945. I would like to highly welcome Syria’s restoration of its seat among its brothers, while extending thanks to all the brotherly Arab countries that supported Algeria’s endeavor, led by the Kingdom of Saudi Arabia.

In fulfillment of our historical responsibilities towards the brotherly Palestinian people, and an embodiment of the centrality of the Palestinian cause in the conscience of the Algerian people, Algeria has harnessed its diplomacy in service of our central cause, as we have continued efforts at the United Nations level to mobilize the necessary support in order to expand the base of international recognition of the State of Palestine and its obtainment of full membership in the United Nations. And in coordination with all the Arab brothers.
Also, on the occasion of the celebration of the International Day of Solidarity with the Palestinian People, we called on the international community to assume its historical, political, legal, moral and humanitarian responsibilities towards the Palestinian people, not only to put an end to the intransigence of the occupation and its refusal to abide by international legitimacy and resolutions, but also to take measures to put an end to the settlement policy practiced by the occupying power.
Algeria also contributed to the practical steps that were taken in order to adopt the decision of the United Nations General Assembly to activate the role of the International Court of Justice in order to enshrine the rights of the Palestinian people, in addition to its signing of the list that was approved by the United Nations General Assembly regarding the decision of the occupying power to impose punitive measures. The Palestinian people, its leadership and its civil society, and this is after the request of the United Nations General Assembly for an advisory opinion from the International Court of Justice with Algeria’s refusal, all “punitive” measures, calling with the rest of the signatories for the immediate cancellation of these measures.
On the other hand, and in implementation of the decisions of the Algiers Summit, the “Al-Quds Support Conference” was held, which culminated in the adoption of a number of measures that would strengthen the steadfastness of our people in Al-Quds Al-Sharif, who are exposed daily to criminal practices and targeting of their lives, in addition to systematic settlement oppression, amid terrible international silence and a complete inability to guarantee The necessary international protection for the Palestinian people and their sanctities.
The occupying power has committed a dangerous escalation represented in the brutal air raids launched by the Israeli occupation forces on the Gaza Strip, leaving many martyrs and wounded, including children, women and defenseless people. We strongly condemn these criminal acts, and we renew our full and permanent solidarity with the brotherly Palestinian people, and we call on the international community, especially the Security Council, to stop these repeated and systematic criminal attacks, to ensure international protection for the Palestinian people, and to enable them to regain their legitimate rights, foremost of which is the establishment of an independent state with Jerusalem as its capital, in accordance with the initiative The Arab peace that we all affirmed our adherence to at the Algiers summit.
Your Majesties, Excellencies and Highnesses,
Algeria has always called, especially during the previous Arab summit, to be guided by the virtues of dialogue in order to establish constructive relations with the geopolitical neighboring countries, with whom we share the ties of religion, history and cultural heritage in addition to the geographical factor. In this context, we express our satisfaction with the signs of détente that have taken place through the rapprochement in Arab relations with neighboring Turkey and Iran, in which we see a détente in the region’s crises, stability, and a reduction in tensions, which opens wide prospects for cooperation and partnership and paves the way for peace in the region and in some member states, especially In brotherly Yemen, where we value all the efforts exerted to settle this crisis once and for all and lift the suffering of the brotherly Yemeni people.
We also stress the need to strengthen solidarity with our brothers in Somalia and Djibouti in the face of the drought in the Horn of Africa for the sixth year in a row, which requires urgent intervention to avert a humanitarian catastrophe impending on these two brotherly peoples and all the peoples of the region.

The brotherly Sudan is witnessing the explosion of the cycle of violence and fighting among the people of one people, after we were glad of the framework agreement that was signed to turn the page on the transitional period. And immediately after the accelerating deterioration of the situation against the background of the continued armed confrontations between the Sudanese brothers, I hastened to send letters to each of the Secretary-General of the United Nations, the current President of the African Union, the President of the United Republic of the Comoros, and the Executive Secretary of the Intergovernmental Authority on Development “IGAD” for a quick move to stop bloodshed and return to The peaceful path to resolving the deep Sudanese crisis away from any external interference in Sudanese internal affairs.
We again call on the brothers in Sudan to give priority to the supreme interest of the homeland and to resort to the virtues of dialogue to resolve differences and spare the brotherly Sudanese people the dangers of slipping into a spiral of bloody violence that poses a threat to social peace and the unity of the country.

It is not possible to talk about the conditions prevailing in our Arab region in isolation from the profound transformations and rapid developments the world is witnessing, which indicate the emergence of a new multipolar international order on the ruins of the unipolar system. This situation, with its multiple complexities and great repercussions, requires us to strengthen solidarity and work as a unified group enlightened by the principle of unity of destiny, so that we have an active role in defining the new balances in a way that guarantees the preservation of our common interests, and we have the capabilities and capabilities that allow us to assume a prominent position to contribute to shaping the parameters of the future. A better future for our people.
From this standpoint, and our realization of the magnitude and nature of the grave challenges facing the Arab nation and based on our deep belief in the virtues and importance of renewed joint Arab action, I would like to reaffirm the inevitability of reforming and modernizing joint Arab action according to a new approach that goes beyond traditional approaches to put at the center of its priorities the concerns and concerns of the Arab citizen. While I express my gratitude for your support for the proposals we have put forward in order to activate the role of the League of Arab States in preventing and resolving conflicts and enhancing the status of youth and innovation in joint Arab action, I stress the need to overcome this reform impasse and expedite the activation of this pivotal reform process to enable us to face the challenges currently posed. at the regional and international levels.
