Asharq Al-Awsat and Al-Arabiya newspapers published a draft final statement of the 32nd session of the regular Arab summit, which kicks off today in Jeddah, Saudi Arabia. It is noted from the draft an emphasis on the positions held by the “Algeria Declaration” in November 2022 from the Palestinian issue to the Syrian crisis. And the Libyan, Yemeni and other Arab files, and perhaps what is new in the “Jeddah Statement” is the Sudanese crisis that erupted a few weeks before the 32nd Arab Summit.
According to the summit’s draft statement, it emphasizes what was stated in the “Algiers Declaration” related to the centrality of the Palestinian cause to the entire Arab nation, and the importance of activating the “Arab Peace Initiative.” The Algiers Declaration stipulated “an affirmation of the centrality of the Palestinian cause and absolute support for the inalienable rights of the Palestinian people, including their right to freedom and self-determination and the embodiment of the independent and fully sovereign State of Palestine on the lines of June 4, 1967, with East Jerusalem as its capital, and the right of return and compensation for Palestinian refugees in accordance with United Nations General Assembly Resolution No. 194 of 1948. And affirm our adherence to the Arab Peace Initiative of 2002 with all its elements and priorities, and our commitment to a just and comprehensive peace as a strategic option to end the Israeli occupation of all Arab lands, including the Syrian Golan, the Shebaa Farms and the Lebanese Kafr Shuba hills, and resolve the conflict Arab-Israeli on the basis of the principle of land for peace, international law and relevant international legitimacy resolutions. In addition to stressing the need to continue efforts and endeavors aimed at protecting the occupied city of Jerusalem and its sanctities, and defending it in the face of the rejected and condemned occupation attempts to change its demography, its Arab, Islamic and Christian identity, and the existing historical and legal status in it, including by supporting the historical Hashemite guardianship to protect Islamic and Christian sanctities and the management of the Jerusalem Endowments. And the affairs of the blessed Al-Aqsa affiliated to the Jordanian Ministry of Awqaf and Islamic Holy Sites in its capacity as the exclusive authority, as well as the role of the Jerusalem Committee and the Jerusalem House of Money in defending the city of Jerusalem and supporting the steadfastness of its people. Demanding the lifting of the Israeli blockade on the Gaza Strip and condemning the use of force by the occupying Power against the Palestinians, and all barbaric practices, including assassinations and arbitrary arrests, and demanding the release of all prisoners and detainees, especially children, women, the sick and the elderly. And emphasizing the adoption and support of the State of Palestine’s approach to obtain full membership in the United Nations, and calling on countries that have not yet recognized the State of Palestine to do so, with the need to support Palestinian legal efforts and endeavors aimed at holding the Israeli occupation accountable for the war crimes and crimes against humanity that it has committed and continues to do. for the Palestinian people.”
The draft statement of the Jeddah summit regarding the Lebanese file urges the Lebanese authorities to continue efforts to elect a president for the country and form a government as soon as possible, and to carry out economic reforms to get out of the suffocating crisis. The draft statement stresses the renewal of commitment to preserving Syria’s sovereignty, territorial integrity and stability, intensifying efforts to help it get out of its crisis, and end the suffering of the Syrian people.
Regarding the new file related to the Sudan crisis, the draft statement bears an affirmation of full solidarity in preserving the country’s sovereignty, independence and territorial integrity, refusing to interfere in its internal affairs, considering the crisis an internal matter, and preserving institutions. Regarding Libya, the draft affirmed commitment to the unity, sovereignty and territorial integrity of Libya, the rejection of all kinds of external interference, and the refrain from escalation. In exchange for commitment to the unity and sovereignty of Yemen, and affirming the continued support of the legitimate Yemeni government led by the Presidential Leadership Council headed by Rashad Muhammad al-Alimi, and strengthening its role and support. Regarding Somalia, the statement supports the efforts of the Somali government in its comprehensive war against terrorism, especially the Al-Shabaab movement. With the aim of eliminating it, and paying tribute to the Somali National Army.
The Algiers Declaration called for strengthening joint Arab action to protect Arab national security in its comprehensive sense and in all its political, economic, food, energy, water and environmental dimensions, and to contribute to resolving and ending the crises that some Arab countries are going through, in a way that preserves the unity of member states, their territorial integrity and sovereignty over their natural resources, and meets the aspirations of its people to a safe and dignified life. Rejecting external interference in all its forms in the internal affairs of Arab countries and adhering to the principle of Arab solutions to Arab problems by strengthening the role of the League of Arab States in preventing crises and resolving them by peaceful means, and working to strengthen Arab-Arab relations and emphasizing the need to contribute to supporting Arab countries that have passed or Going through difficult political, security and economic conditions or those that face exceptional cases as a result of natural disasters, by mobilizing the available capabilities according to the various formulas proposed bilaterally, Arably, regionally and internationally, and the need for Arab countries to participate in shaping the features of the new international system for the world after the Corona epidemic and the war in Ukraine, As a harmonious and unified group and as an active party and commitment to the principles of non-alignment and the common Arab position on the war in Ukraine.
