The Minister of the Interior, Local Communities and Urban Development, Ibrahim Murad, revealed the completion of the preparation of the final version of the National Plan for the Development of the Revised Territory (2030), which will be subject to approval by the government.
During a presentation made before the Housing, Equipment, Irrigation and Urban Planning Committee of the National People’s Assembly, the minister said, on the outcome of the sector’s work for the year 2022 and the coming years, “The outputs of the thematic workshops that were programmed to update this plan allowed the preparation of the final version of this plan,” highlighting that “the government’s approval On this copy, it will be done with a legal text.
The Minister of the Interior indicated that this program aims to “make the four major cities (Algiers, Oran, Constantine, Annaba) at the top of the growth chain to influence its neighboring regions and other cities and achieve regional balance,” as well as to upgrade “Algiers to a major international gateway.” As well as upgrading the provinces of Oran, Constantine and Annaba to the rank of major Mediterranean cities.
In a related context, the minister stated that the modernization process was based on three main axes, represented in diagnosing new problems and defining stakes and challenges such as economic diversification, energy transition, and digitization of the region, in addition to defining directions and a scenario of preparation, indicating that this updated program is based on 24 A regional action plan, and five guidelines, including achieving regional governance and justice, and providing the conditions for attractiveness of the region.
On another issue, related to the newly created southern states, Murad mentioned “the efforts made and the measures taken to complete the process of transferring full powers to these states,” citing in this regard the “granting of subsidies estimated at 9 billion DZD to cover various operating expenses, rehabilitate and prepare basic facilities allocated to the interests of the state.” non-centralization, such as the acquisition of tools and the preparation of job housing”.
In the same vein, the minister adds, “1,400 financial positions have been created under the heading of the management budget for the ministry, and 5,023 financial positions have been created for the benefit of 12 ministerial sectors, in addition to entering into service for 95 public utilities.”
And he added, “The actual installation of the newly created southern states falls within the lofty goals of the program of the President of the Republic, Mr.
Mrad said: “National challenges and stakes await our country today, and to build a new Algeria, several decisions and measures affecting all sectors and regions were taken by the President of the Republic, so the updated National Plan for the Preparation of the Region 2030 and all the tools and studies related to the preparation and development of the region will take care of all these challenges (…) In order to build a coordinated regional project within a consultative framework that includes regional balance, economic effectiveness, social justice and resource sustainability.
