Today, Abdelmadjid Tebboune, President of the Republic, Supreme Commander of the Armed Forces, Minister of National Defense, presided over a meeting of the Council of Ministers, which dealt with draft laws related to protecting and preserving state lands, conditions and modalities for granting economic real estate for investment, regulating the profession of judicial bailiff, in addition to a presentation related to Precautionary measures to confront fires in the summer season, and another related to social protection, for marine fishing professionals.
After the President of the Republic opened the meeting and read the agenda, then the Prime Minister presented the government’s activities in the last two weeks, the President gave the following orders and directives:
With regard to the protection and preservation of state lands:
That the draft law include a second chapter, related to defining the methods and conditions for leveling buildings constructed illegally.
The necessity of distinguishing between repossessed properties under state protection and other chaotic buildings, which were built in many cases with the complicity of local authorities, and distorted urbanization.
That the local administrative authorities bear the protection of the repossessed real estate and lands, starting from the first hours following the end of the deportation of their illegal occupants.
Follow deterrent measures to follow up and hold accountable all those involved or responsible for the seizure of state lands, and impose the most severe penalties on them.
He ordered the enactment of a law related to combating forgery and the use of counterfeiters in residency certificates, with the aim of obtaining real estate or housing, without right.
Mr. President, at the end of the debate on this draft law, stressed the priority of restoring the state’s prestige, in full transparency while protecting the rights of citizens.
Regarding the granting of economic real estate belonging to the private property of the state, directed to the realization of investment projects:
The President directed the government to adopt a purely economic approach in this draft law to encourage investments by limiting the granting of economic real estate to the National Agency for Investment Promotion.
That all measures taken in this regard be through the one-stop-shop qualified for all investment operations and facilitate them.
Relying on the economic outlook would facilitate investment operations and provide capabilities for the state away from all forms of interventions and mentalities that mortgage the future of the country and generations yearning for an Algeria that develops daily.
Making amendments to the draft law to qualify the National Agency for Investment Promotion to purchase economic real estate within the framework of investment regulation, in addition to carrying out follow-up, scrutiny and distribution.
Regarding precautionary measures to confront fires, summer season:
The President of the Republic stressed that being able to successfully confront forest fires requires an effective vigilance system that issues warnings with precise identification of intervention points, to control the fires before they expand.
Mr. President ordered the launch of a tender for the purchase of 06 medium-sized aircraft, specialized in extinguishing fires, in support of the fleet of aircraft and helicopters owned by Algeria.
Mr. President directed the government to use the latest locally manufactured technologies, during the summer season, to guard forest areas.
– He ordered the launching of a tender for the benefit of emerging institutions in order to modernize the means and equipment for monitoring the forest cover by means of drones, and to coordinate with the People’s National Army Staff Command to facilitate these vital operations and control this phenomenon.
Regarding a presentation about the marble division:
The President of the Republic, the Prime Minister, ordered to prevent the import of ready-made marble, and to allow only the import of raw marble, until the end of July, without this procedure leading to the creation of scarcity.
Encouraging startups to work in this field and develop it with the latest technologies.
He ordered the government to encourage greater innovation and creativity initiatives in all fields, regardless of the weight of their contributions in providing jobs and the needs of citizens, especially in the industrial sectors and modern technologies.
Regarding social protection, for fishing professionals:
The President of the Republic appreciated the progress achieved in the Aquaculture Division, ordering the Minister of the Sector to consolidate this gain and expand aquaculture while allowing fishermen on the high seas to purchase used vessels for less than five years.
An order to help professionals by all means, to produce what the sector needs, to protect their craft that provides jobs and important wealth in the food chain for Algerians.
After presenting and approving the draft law regulating the profession of judicial bailiffs, the Council of Ministers approved the proposal of the Minister of Religious Affairs and Endowments, which includes extending the Eid al-Fitr and Eid al-Adha holidays, to three paid days, instead of two days.
General directions:
Within the framework of the continuous improvement of the standard of living for citizens, and in addition to the previous increases approved by the President for retirees, the Council of Ministers agreed to re-evaluate retirement grants and pensions, annually, starting from the 1st of May, as follows:
5% for the category with a grant or pension less than or equal to 20,000 Algerian dinars
4% for the category whose pension or grant exceeds 20,000 Algerian dinars and is less than or equal to 50,000 Algerian dinars.
3% for the category whose pension or grant exceeds 50,000 Algerian dinars.
– The President of the Republic sharply ordered the Minister of Agriculture to establish an office that undertakes the purchase of all farmers’ products of widespread consumption, including vegetables and fruits that can be stored, such as onions, garlic and potatoes, with the aim of achieving balance in the national market, considering the effort of the farmer as a red line,
Mr. President ordered the government to continue fighting all forms of corruption and the corrupt, especially that small group that bargains citizens with their most basic administrative rights, which requires holding accountable and punishing those involved, directly or indirectly, at the expense of the public service.
– Initiating the first operation of the Bank of Housing, officially at the end of June, in parallel with the Bank of Algeria in Nouakchott and Dakar.
Before concluding, the Council of Ministers approved appointments and termination of duties in senior positions and positions in the state.
