Today, Sunday, the President of the Republic, Abdelmadjid Tebboune, Supreme Commander of the Armed Forces and Minister of National Defense, chaired a meeting of the Council of Ministers.
It was devoted to discussing a draft law that includes special measures for obtaining alimony, and other offers related to the financial sector, including the digitization of state property interests, taxes and customs, and the progress of the file for opening the capital of public banks, according to a statement by the Presidency of the Republic.
After the President of the Republic opened the meeting, listened to the content of the agenda, and gave the floor to the Prime Minister to present the outcome of the government’s activities for the last two weeks, the President gave the following orders, instructions, and directives:
Regarding the justice and solidarity sectors, with regard to measures to obtain alimony for divorced women:
The President ordered a review of the draft law with a view to enriching it further, taking into account the following directives:
The fund for divorced women should remain under the guardianship and authority of the Ministry of Justice.
The implementation of fund management measures and procedures at the local level is also the responsibility of the Ministry of Justice.
Mr. President ordered a review of the solidarity grant, for needy families, currently estimated at 3 thousand dinars, in continuation of the path of preserving the dignity of our citizens of all categories, and protecting purchasing power.
Regarding a presentation on how to grant the economic real estate belonging to the private property of the state destined for investment projects:
The President of the Republic ordered the preparation of three draft presidential decrees regulating the distribution of economic, tourist and urban real estate.
The establishment, organization and operation of industrial zones should be within a new vision that attracts investment, including private investments.
That a distinction be made between economic, tourism and urban investments that real estate agencies manage, each separately, in order to preserve transparency and achieve economic efficiency.
Preparing for a presentation by the Minister of Housing, Urbanism and the City, in the Council of Ministers, related to the future prospects of the new city of Bogzoul, in order to begin its reconstruction and exploit it efficiently, as it remained soulless since the beginning of the project decades ago.
Regarding the digitization of the interests of state property, taxes and customs:
Mr. President emphasized that the aim of digitization is not to modernize and modernize administrative transactions, which are considered a foregone conclusion in this field.
The establishment, immediately and urgently, of an Algerian data bank by the Ministry of Finance, in order to facilitate the various departments of the state, in exercising their functions and performing their duties towards their citizens, in the best and most effective manner.
Mr. President ordered the Minister of Finance and the Minister of Digitization to implement the digitization project in the aforementioned sectors, within 06 months at the latest, as a first stage before comprehensive digitization.
Reliance, in achieving this vital goal for the state, on the best experts, national competencies, and study offices, internationally.
Regarding the progress of the file of opening the capital of public banks:
Mr. President stressed the principle of transparency in order to initiate financial reform and keep pace with global transformations in this sector, which is the pillar of the national economy.
Accelerating the process of opening the capital of public banks in a scientific and carefully studied manner, motivating a change in the old management pattern that is currently based on management rather than economic efficiency.
– Concerning a presentation on the Housing Bank and the opening of Algerian banks abroad:
Mr. President stressed the acceleration of the process of opening Algerian banks abroad with the completion of all procedures, within a new and effective economic approach.
To rectify the delay in launching the Housing Bank, by reducing the deadlines for its entry into service.
To conclude the Council of Ministers by approving a number of decrees of appointments and termination of duties in senior positions in the state.
