Regarding a draft law that defines the conditions and modalities for granting economic real estate belonging to the private property of the state and directed to the completion of investment projects:

The President ordered a review of the content of the draft law and its enrichment, taking into account the directives, that the spirit of the law be based on the freedom of the citizen to invest in his field of competence, and to avoid dangerous deviations that the country has known in the field of industrial real estate, and stressed that Algeria’s vision through this law is to stimulate investment according to an integrated view For a development take-off that ensures a stronger economic dynamism.

The President of the Republic emphasized that granting real estate for economic purposes should be accompanied by real legal flexibility to encourage and attract investments, taking into account the higher interests of the state.

Relying in such operations entirely on the digital system, in order to avoid bureaucracy, since the single window system aims to complete projects in the fastest and most effective way.

And that the draft law takes into account an equal distribution of investment projects across the entire national territory, and the quality and objectives of investment projects according to the specificity and efficiency of the regions.

Regarding a presentation on practical measures to reduce the phenomenon of suffocation in burning gases (carbon monoxide) inside homes:

In order to preserve the lives of our citizens, the Council of Ministers decided, starting from its meeting today, to assign Sonelgaz Company to provide citizens’ homes free of charge with warning devices (audio and visual) against carbon monoxide leaks, and to include the book of conditions for building residential projects under completion and in all its forms, obligatory, this type of system .

The president ordered coordination between the ministries of commerce and industry and emerging institutions to prepare for a new law that includes the establishment of laboratories for standardization and safety monitoring in all fields.

And coordination between the Ministries of Higher Education and Industry and emerging institutions, to employ researchers and specialists in these new laboratories, and he ordered the preparation of strict legal texts that prevent prejudice to heating systems, gas pipelines, and energy sources that supply housing, and prevent modifications after receiving them.

And he ordered the opening of laboratories for technical and quality control throughout the national territory, belonging to the Sonelgaz company, specialized in monitoring household electrical appliances that most cause domestic accidents, especially heaters.

Encouraging local manufacturers to cover the local market demand for high-quality and safe heating devices and systems, with high-level technical accompaniment to supply all housing under construction.

The President appreciated the content of the draft law on the prevention of narcotics and psychotropic substances and the suppression of their use and illicit trade in them, as it contained measures to immunize society from this scourge, for the Council of Ministers to approve this draft law, at the end of the debate.

The President of the Republic also gave general directives. With regard to the public works sector, the President of the Republic ordered the speedy establishment of a mixed company for the railway industry in cooperation with foreign expertise specialized in this field and with a global reputation, with the aim of reaching a comprehensive national link with railways, linking the north with the south and facilitating transportation for economic dealers.

And that the extension of railways be a top priority, especially along Ouargla-Tamanguest, Ghardaia-El-Manea, and Gara Jbeilat-Bechar, given the economic and strategic importance of these axes.

With regard to the agricultural sector, the President directed the government to redouble efforts to increase the production of agricultural crops, especially wheat, and to raise the proportion of its production per hectare to 30 quintals, with the aim of achieving self-sufficiency in this strategic substance, as soon as possible, given that all conditions are in place to achieve the goal, this season.

The President renewed his directives regarding the liberation of real estate in the forested areas immediately in the state of Tissemsilt, for the completion of rural housing and for owners of agricultural activities.

The President of the Republic also directed his strict instructions to the government to work according to a deep planning view in all sectors, instead of daily management, and to give the utmost importance to the concerns and aspirations of our citizens.

At the end of the meeting, the Council of Ministers approved decrees containing appointments to senior positions in the state.
