The President of the Republic, Abdelmadjid Tebboune, renewed, today, Saturday in Addis Ababa, Algeria’s commitment to adhere to the legitimate right of Africa to reach permanent membership in the United Nations Security Council, stressing the continuation of unabated work in order to raise the voice of the continent and its legitimate demands.
In his speech at the meeting of the Committee of Ten of the African Union concerned with the reform of the United Nations Security Council, held on the occasion of the 36th Summit of Heads of State and Government of the African Union, followed by the Prime Minister, Ayman bin Abdelrahman, the President of the Republic appreciated the “spirit of continuous cooperation and fruitful coordination between brothers, representatives of African countries At the level of international and regional forums to make the voice of the unified African position heard.
This comes, as explained by President Tebboune, to stress “the need to enable our continent to win two permanent seats in the Security Council and to raise its representation share in the category of non-permanent seats in this council from 3 to 5 seats, according to what was stated in the Ezulwini Consensus and the Sirte Declaration.” .
Algeria has made the issue of reforming the Security Council an “inevitable necessity to achieve a more representative, fair and balanced international system,” especially in light of the sensitive international context in which “crises and repercussions have varied, which carry signs of new changes to the balance of power on the international scene, while our continent is still Africa is vulnerable to many multidimensional threats and forms that affect peace and security, such as the phenomenon of terrorism, the exacerbation of wars, climate changes, food, energy and health crises, which were exacerbated by the outbreak of the Corona pandemic and the Russian-Ukrainian conflict,” says President Tebboune.
Within this endeavor, the President of the Republic renewed, before his counterparts in the Committee, Algeria’s commitment to adhere to the legitimate right of Africa to access the Security Council as expressed in the “Sirte Declaration” agreed upon within the framework of the “Ezulwini Consensus”, stressing by saying, “We will continue to work unabated for To raise the voice of the continent and its legitimate demands, and to address the historical injustice to which our African continent was subjected.
He also renewed, in the same context, “Algeria’s commitment to work with the member states of the Commission to maintain the great and growing support that the African position enjoys at the international level,” with a view to “achieving tangible progress in the negotiations for the reform of the Security Council.”
In this context, he pointed out that the African continent’s accession to permanent membership in the Security Council “is closely linked to the success of the intergovernmental negotiations within the framework of the United Nations General Assembly, which is the unique and ideal framework for discussing the issue of reforming the Security Council.”
In this regard, the President of the Republic called for “intensifying and mobilizing” the necessary efforts so that the upcoming negotiations are based on the framework document of 2015, which constitutes a reference document that reflects the positions and proposals of nearly 120 member states of the United Nations, including the common African position, while working on “Confronting the various attempts aimed at undermining or obstructing the reform process, or even at weakening positions and dispersing their supporters.”
In this regard, he said: “We hope that the African group will participate in a constructive and effective manner along with all member states and interest groups in the upcoming intergovernmental negotiations and cooperate with the permanent members of the Security Council to mobilize support for the common African position, in order to ensure greater convergence on Reforming the Security Council and supporting its role in maintaining international peace and security in a way that makes it more representative, impartial, transparent and credible.
On the other hand, President Tebboune continues, “We must continue to unify our ranks and our word on the international scene with a commitment to respect the relevant African Union decisions and our loyalty to the African group by not engaging in other interest groups until we carry one African voice until the requirements are met.” The African Common Position.
In conclusion, President Tebboune stated that Algeria will work, starting next year, to represent the continent in the Security Council, where it “will seek to raise its voice and demands in coordination with our African brothers through what is known as the “Oran path” and on the occasion of the 12th ministerial meeting of the Union’s Committee of Ten. African Conference on the Reform of the UN Security Council to be held in Algeria in January 2024.
He concluded by expressing Algeria’s full readiness to “contribute to the fruitful discussions that will take place, in order to come up with recommendations” that would enable us to consolidate our unified African position to engage in the ongoing negotiation process at the United Nations.
