Chinese President Xi Jinping stressed Sunday that high-quality development is the first and foremost task in building a modern socialist country in an all-round way.
Xi, also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, made the remarks while attending a discussion with fellow deputies from the Jiangsu provincial delegation during the first session of the 14th National People’s Congress, China’s national legislature.
Xi said efforts should be made to fully and faithfully implement the new development philosophy on all fronts, and better coordinate effective modernization in quality with appropriate expansion in quantity in terms of economic development.
He added that the country should unswervingly deepen reform and opening up and transform the development pattern to accelerate the formation of sustainable institutions and mechanisms for high-quality development.
He said China’s development should continuously strengthen people’s sense of contentment, happiness and security.
He also spoke highly of the government work report and the achievements Jiangsu Province has made in various fields, including economic and social development and Party building, in the past five years.
Xi said accelerating efforts to achieve greater self-reliance and strength in science and technology is the path China should take to push forward high-quality development.
In order to open up new fields and new arenas in development and promote new growth engines and new strengths in the face of fierce international competition, China must fundamentally rely on scientific and technological innovation.
Building self-reliance and strength in science and technology is key to building China into a great modern socialist country in an all-round way within the allotted time frame, Xi added.
Xi called for accelerating the implementation of the innovation-driven development strategy, strengthening cooperation between industries, universities and research institutes, supporting senior scientists to lead original and pioneering research to achieve scientific and technological breakthroughs, and ensuring self-reliance in key areas and important linkages.
He told the NPC deputies that efforts should be made to build industrial science and technology innovation centers with global influence, and deepen the reform of the scientific and technological system.
He explained that accelerating the establishment of a new development pattern is a strategic priority in pursuing high-quality development.
He called for efforts to combine the implementation of the strategy of expanding domestic demand with deepening supply-side structural reform, and faster upgrading the industrial system.
Noting that the real economy should be the focus in the pursuit of economic development, Xi stressed advancing reforms in key areas, coordinating the construction of a modern infrastructure system and a high-level market system, and expanding institutional opening-up.
He stressed that building strength in agriculture is the foundation of a great modern socialist country, and promoting agricultural modernization is a prerequisite for achieving high-quality development.
Xi said China should take concrete steps to ensure stable and safe supply of grain and major agricultural products.
He added that the country should promote and develop new industries and new forms of business in rural areas and expand channels for farmers to increase their income and get rich.
Xi also stressed that China should accelerate the building of a beautiful and harmonious countryside that will be desirable to live and work in.
He said the country needs to improve science and technology and advance reforms in order to add momentum and vitality to agricultural and rural development.
He explained that people’s happiness and well-being are the ultimate goals of promoting high-quality development. He noted that governance at the primary level and ensuring people’s well-being are crucial to the people’s direct interests, and are key to promoting common prosperity and building a high-quality life.
He called on Party committees and governments at all levels to take these tasks into consideration and strive to accomplish them at all times to achieve tangible results.
Xi stressed the need to strengthen the system of basic public services, noting that efforts should be made to facilitate the employment of key groups, regulate income distribution, and improve the social security system and services for the elderly and minors.
He added that the work of preventing and controlling COVID-19 in the new stage must be carried out in a resolute and meticulous manner, stressing the need for continuous strengthening of public health systems, disease prevention and control, and medical services.
To advance high-quality development, Xi said, the Party’s overall leadership must be upheld and strengthened, and the Party’s full and strict self-governance ensured.
