Today, Tuesday, the Committee on Health, Social Affairs, Labor and Vocational Training of the National People’s Assembly, chaired by Riad Khallaf, listened to a presentation by Mohieddine Waqnouni, Director General of the National Unemployment Insurance Fund (CNAC).
At the outset of the meeting, the Director General explained that the fund is a public body with special management under the tutelage of the Ministry of Labour, Employment and Social Security. .
During his presentation, the Director General stated that the projects funded within the framework of the Agency for Creation of Activities amounted to 160,202 projects, and the positions of the establishment at launch were determined at 340,500 jobs, at a financial cost estimated at 554.78 billion DZD, in addition to accompanying 128,906 mini-enterprises after the stage of entering the activity.
During the discussion, the deputies inquired about how to obtain unemployment insurance, the time period for its expiry, and the effectiveness of the state’s efforts to activate the employment policy.
Regarding the financial health of the fund, the deputies demanded statistics related to the fund’s financial sources, as well as the unemployment rate in Algeria and its comparison with neighboring countries, in addition to the number of funded projects that succeeded and made a difference.
The deputies also called for the need to simplify the administrative procedures related to the unemployment grant, and some of them asked about the reasons for stopping financing the category over 50 years, as well as the fate of workers with expired contracts, especially since unemployment insurance is limited to holders of indefinite contracts.
In addition, the members of the committee discussed the problem of headquarters and the absence of field procedures through which neighborhood work is touched, especially since the fund’s tasks are almost completely unknown in the Great South.
