Participants: The organic law of the financial laws enshrines the state’s commitment to reforming public finances and keeping pace with modernization – the Algerian dialogue

Participants during a regional symposium organized today, Wednesday, in Chlef, on budgetary reform within the framework of implementing the provisions of Organic Law 15/18 related to financial laws, which will enter into force on January 1, 2023, stressed that this law “enshrines the state’s commitment to reforming public finances and keeping pace with modernity.” And the development of budget and accounting systems.

During this symposium, which was hosted by the Islamic Cultural Center, with the participation of directors of executive bodies and public institutions, financial controllers and treasurers of four wilayas: Chlef, Ain Defla, Tipaza and Tissemsilt, the participants agreed that the organic law 15/18 of the financial laws is “the embodiment of the keenness of the higher authorities to Developing the sector and reforming the budgets, which will reflect positively on achieving local development and the optimal management of public funds.

In this context, the central director of the General Directorate of the Budget, Abdel Aziz Al-Walayah, explained that Organic Law 15/18, which will enter into force on January 1, 2023, “brought a new methodology centered on management based on performance and goals, not management based on means.”

He said: “Efficiency is based on performance and achieving predetermined goals for the granted financial credits, and on this basis, the state’s commitment to reforming public finances has made great progress through this law and a series of applied laws.”

The governor also recorded in his speech that this law “does not have a double budget (equipment and management), but is based on the program budget, the results achieved, and the responsibility and accountability of the person who ordered the spending before Parliament.”

In turn, the sub-director of the General Directorate of Budget, Nassima Haj Ali, confirmed that the organic law of the financial laws “will contribute to the better management of public funds by defining the objectives of each program at the level of the portfolio of programs in the ministries and activities in the states to implement public policies and promote investments and development locally.” .

Concerning this symposium, the interventionist indicated that it falls within the framework of a wide-ranging training program that includes all states, in order to generalize, disseminate and explain the content of Law 15/18 and 12 regulatory texts for its application, allowing for “better control” of actors and stakeholders in mechanisms, tools and tools. The new procedures he came up with.

In a speech he delivered on the occasion of the opening of the work of this meeting, the governor of the state, Atallah Moulati, said that the organic law of financial laws is “a dedication to a new approach to public financial measures that aim to achieve budgetary governance and a qualitative transition in the field of managing public finances.”

This symposium was an opportunity for various executives and directors of executive bodies and public institutions to inquire about a number of articles and mechanisms for their application, as well as to get acquainted with the various applied texts and brief them on ministerial publications in this field.
