The Ministry of Industry announced that the state industry directorates had received 1,808 economic operators to listen to their concerns and take care of them, during the past September and October.
This comes as an embodiment of the instructions of the Minister of the Sector, Ahmed Zagdar, who directed, on September 11, the state directors to receive investors and economic dealers in order to listen to them, answer their inquiries, and take care of their concerns.
The Ministry of Industry considered that this “great influx” to the directorates came as a result of the reforms initiated by the public authorities, especially through the issuance of the new investment law. The Committee for Lifting Obstacles and the Mediator of the Republic, in addition to the policy of reviving stalled projects that were supervised by the President of the Republic.
According to the outcome of the Ministry of Industry, inquiries about the new investment law and requests for industrial real estate captured most of the concerns of investors and economic dealers who were received, with a rate of 83 percent of the total concerns raised at the level of state directorates in September and October.
Concerns related to the new investment law topped the list with 764 concerns, followed by requests for industrial real estate (737 concerns), then inquiries related to removing obstacles and administrative procedures related to exploitation permits, building permits, and connection to various networks, as 307 concerns were recorded in this regard.
These concerns were taken care of by the state directorates, and this was done by providing explanations about the required inquiries regarding the new investment law, registering applications for industrial real estate, and redirecting investors to the competent administrative authorities to take care of them, especially those that are decided by other sectors, while giving clarifications about the role of The state committee for removing obstacles, especially with regard to stalled projects, according to the same source.
According to the same outcome, the wilaya of Oum El-Bouaghi recorded the largest number of preoccupations with 198 preoccupations, followed by Boumerdes with 123 preoccupations, then Ain Timouchent with 99 preoccupations, as well as Tipaza with 75 preoccupations.
With regard to the distribution of preoccupations according to sectors of economic activity, the results show that the largest number of registered preoccupations is related to the industrial sector, with 649 preoccupations, which is equivalent to 36 percent of the total registered preoccupations, followed by the administrative sector, with 116 preoccupations, or six percent, then the commercial sector, with 105 preoccupations, or six percent. This is due to the great importance that dealers attach to the industrial sector in terms of investment and investment intentions, especially in the field of light, manufacturing, food and other industries.
All concerns raised in the commercial sector focused on real estate requests and procedures for completing projects such as markets and service stations, according to the ministry, which confirmed that “investors were taken care of according to the powers of the state directorates of industry and also directed them towards the competent authorities for accompaniment and guidance.”
In the tourism sector, 68 concerns were recorded, representing 4 percent of the total concerns raised, as these concerns were concentrated largely at the level of the southern regions.
While the concerns of investors in the agricultural sector focused on how to obtain agricultural machinery and agricultural real estate, in addition to investment intentions in the field of packaging and storing vegetables, fruits, dry grains, and even meat, with 48 concerns.
With regard to the energy sector, most of the concerns raised at the level of the state directorates of industry centered around the completion of fuel stations, the problems of connecting to the electricity and gas network, the conversion of electric poles that impede the completion of investment projects, and the connection of installation sites to the high-pressure electric line. The outcome indicated that 48 concerns were recorded in the energy sector, which represents 3 percent of the total concerns raised. The concerns were taken care of within the limits of the powers of the directorates, and those concerned were directed to the competent authorities for accompaniment and guidance.
In the health and public works sectors, the industry directorates recorded 20 and 12 works, respectively, that were raised by investors.
The Ministry also found 792 concerns (44 percent of the total concerns raised), which are “general concerns” that represent investment intentions. Their owners inquired about the content of the new investment law or investigated the most effective areas for selecting important ones, as well as administrative procedures for the completion of an investment project and the modalities Acquisition of industrial real estate.
